Developing Innovative Mobility Solutions in the Brussels-Capital Region
This project supports the development of Mobility as a Service (MaaS) for the Brussels-Capital region. Specifically, it will assist Brussels Mobility in establishing an efficient and resilient regulatory framework for MaaS.
In March 2020, the government of the Brussels-Capital Region approved “Good Move”, a sustainable urban mobility plan to address congestion and pollution. Developing shared mobility, integrated with public transport, is a major part of the strategy. This project will contribute to the effective integration of transport services, development of the regulatory framework for MaaS including non-discriminatory access for operators to the data management platform, and long-term financial sustainability for the services provided.
The project will:
- Review international experience in developing MaaS frameworks and draw lessons from regulation of other domains of transport and mobility services to inform an assessment of the state of readiness of the Brussels-Capital Region for implementing MaaS.
- Review case studies of data governance frameworks and develop guidance for their development.
- Consult stakeholders via meetings and a review workshop with public transport authorities and operators, MaaS platform operators and shared mobility operators.
Policy recommendations on the regulatory frameworks and data governance for MaaS will be the main output of the project. The project is carried out with funding by the European Union via the Structural Reform Support Programme and in co-operation with the European Commission.
