Summary and Conclusions

Mobility as a Service (MaaS) is the idea of managing transport and travel-related services via a single, digital customer interface. Historically, separate operators have provided mobility services, co‑ordinated by public authorities. MaaS will need to integrate a much larger number of providers, including demand-responsive shared services, into a mobility ecosystem. Crucially, the integration will be driven by the common data platform - whether that is owned by a public authority, a transport operator or an information technology company. This report examines the concept of Mobility as a Service with regard to the role of the different actors, the appropriate governance framework, and long-term financial planning. It also discusses the integration of ticketing and payment systems, along with implications for the collection, management and use of data.
