Brussels-Capital Region - Adapting co-operation mechanisms for the deployment of mobility services on an interregional scale
10:30 CEST
Mobility as a Service (MaaS) is not an app but rather a way for people to access different mobility operators' services in a single, compelling, offer. The creation of a dynamic MaaS ecosystem is an objective of the three Belgian regions and the federal government. As part of the EU-funded project ‘Adapting Co-operation Mechanisms for the Deployment of Mobility Services on an Interregional Scale’, implemented in collaboration with Brussels Mobility and DG REFORM, the ITF focuses on a specific challenge: that of steering the development of a MaaS ecosystem that serve residents’ mobility needs, even when their trips extend beyond the region’s administrative boundaries.
Successfully deploying MaaS in the Brussels-Capital region requires co-ordination, alignment and enhanced interoperability with similar initiatives in Flanders and the Walloon regions. It also requires alignment with Federal and EU initiatives and policies in a number of domains directly (e.g. public transport and mobility policies and MaaS-specific rules) or indirectly (e.g. data and digital governance and competition policy) linked to MaaS. To address this challenge, the study provides recommendations to guide the development of an interregional governance framework for MaaS. This frameowrk would provide clarity on key concepts, ensure greater trust among ecosystem stakeholders, and ground technical discussions in a stable, supportive policy foundation.
This project addresses questions of interregional mobility governance in a way that is pertinent not only to MaaS, but to the inter-regional operation of other new mobility solutions. While the project focuses on the Brussels-Capital Region and only addresses neighbouring regions in relation to their links with the Belgian Capital, the principles and recommendations outlined in the report could be used by Flanders and Wallonia to inform their own efforts, as well as by European local authorities more widely.
The dissemination event allows ITF, Brussels Mobility and DG REFORM to share the recommendations of this project. The online event includes a questions and answers session.
